Personal Independence Payments (PIP)

  • Personal Independence Payment (PIP)

Personal Independence Payment (PIP) replaced Disability Living Allowance (DLA) for anyone born after 06/04/1948. If you are receiving DLA and were born on or before 06/04/1948, you will remain on DLA.

Personal Independence Payment helps with some of the extra costs caused by long-term ill-health or a disability, if you are aged between 16 and State Pension Age.

As of April 2021, you could receive between £23.70 and £152.15 a week to help with the extra costs caused by your condition. The allowance will look at daily living and mobility needs caused by your health problem or disability. The benefit is not means tested and you do not have to have carers looking after you in order to apply.

How much you receive is not based on your condition, but how your condition affects you.

  • Make a Claim

To register a claim or for further information Visit www.gov.uk/pip

Once you have registered your claim, you will be sent a claim form asking you to describe how your condition affects you. The form comes with notes to help you fill it in. Return the form to DWP (the address is printed on the form). You will have 4 weeks to complete your forms, but a 2 week extension can be requested by ringing the number on the top of your PIP claim form should you need longer to get help with your application.

We strongly advise that you get experienced help to fill in the application forms. Disability Peterborough can offer this service to physically disabled people living in Peterborough and surrounding areas, Telephone 01733 265551 for an appointment.

You can also use this guide to help you fill in the forms www.disabilityrightsuk.org/personal-independence-payment

Once you have returned your application pack, you will have an assessment to decide on your application. This assessment is automatically arranged by DWP as part of processing your application.

Details of the PIP criteria is available here www.citizensadvice.org.uk

The full DWP guidance on PIP assessment and criteria is available here www.gov.uk

  • Points System

    Daily Living Component

To get an award of the daily living component, you need to score:

    • 8 points for the standard rate
    • 12 points for the enhanced rate

You can only score one set of points from each activity. If two or more apply from the same activity, only the highest will count.

Points from different daily living activities can be added together when calculating your score.

    Mobility Component

To get an award of the mobility component you need to score:

    • 8 points for the standard rate
    • 12 points for the enhanced rate

As with daily living above, you only score the highest points that apply to you from each activity but you can add points from each mobility activity together to reach your final total.

This PDF from Citizens Advice lists the PIP Descriptors

Any award made will be regularly reassessed to make sure you are getting the right support. If your condition deteriorates before the planned review date, you can ask for an early review but seek advice first as when you ask for a reassessment the whole of your claim will be looked at and the award can go up or down. Seek advice before requesting reassessment by calling our office 01733 265551

Attendance Allowance

  • Attendance Allowance (AA)

Attendance Allowance is a benefit for people who have reached state benefit age and who do not already receive Disability Living Allowance (DLA) or Personal Independence Allowance (PIP).

As of April 2021, you could receive £60.00 or £89.60 per week, depending on your care needs. It is based upon your personal care needs such as bathing, dressing, going to the toilet, or moving around within your home. The help you may need with housework, gardening or shopping is not considered when you apply but if Attendance Allowance is awarded, you can spend the money as you choose.

More information and advice is available here www.disabilityrightsuk.org/attendance-allowance-aa

You do not need to have help with personal care as it is the help you reasonably need, not the help you get.

Attendance Allowance does not have a mobility component or allow you to use the Motability scheme.

  • The Forms

In the claim form you are asked for detailed information on how your disability affects you during both daytime and night-time hours. We strongly advise you to get experienced help to complete the forms. Telephone us on 01733 265551.

The claim form will take around one hour to complete. The benefit is not affected by savings, income or national insurance contribution history. It is not taxable and will never harm any other benefits you may already receive. The benefit is paid to help you remain independent within your own home.

Claim forms can be downloaded and printed from www.gov.uk/attendance-allowance, or you can Telephone 0800 7310122 and they will send them to you.

We advise you to call for the claim forms as any payment you may be awarded will start from your first payday following your phone call. However, if you download and print your own forms, the benefit would only start from the payday after the completed forms are received back at DWP.

Our trained advisors here at Disability Peterborough can support anyone who is physically disabled living in Peterborough and surrounding areas, Telephone 01733 265551 for an appointment.

Age UK also offer support, Telephone 01733 564185

We recommend that you have a full benefits check if you are awarded Attendance Allowance as you or your family/carer may be entitled to additional benefits.

  • Going into hospital

Most benefits can be reduced or lost when you go into hospital. Attendance Allowance can be paid at full rate for the first 28 days. The situation with other benefits is complex. It is very important that you inform the office that provides your benefit of the date of your admission and discharge. Failure to inform the benefits agency can result in recoverable over payments.

Employment And Support Allowance (ESA)

  • Employment And Support Allowance (ESA)

This is a benefit for people under State Pension Age who are unable to work or who find it difficult to work because of health problems or disability. It consists of both a contribution based payment and in some cases an income based payment.

No new claims to this benefit are being taken as it is replaced with New Style Employment Support Allowance and Universal Credit. Existing claims will continue to be paid but will eventually be moved over to Universal Credit as the benefit is phased out.

While on ESA, you will periodically be sent a medical questionnaire asking how your condition affects you and you may be asked to have a work capability assessment. The Work Capability Assessment looks at people’s physical and mental abilities as well as learning difficulties.

We recommend that you seek experienced help to complete the medical questionnaire. If you have physical disabilities and live in Peterborough contact us by Telephone 01733 265551, or Email info@disabilitypeterborough.org

More information is also available on the Government Website www.gov.uk/employment-support-allowance, or you can Telephone Jobcentre Plus 0800 1690310

You must have paid NI contributions in the last 2-3 tax years prior to making your claim for NSESA (this will be automatically be checked for you once you have made your claim). If you have insufficient national insurance contributions to receive new style employment support allowance, or wish to claim income based top ups, you may be able to claim Universal Credit.

  • Making Your Claim

You can make your claim online, or by calling the NSESA helpline 0800 3285644

Once you have made your claim, you will be sent a medical questionnaire asking how your condition affects you and after this has been returned, you are likely to be asked to have a work capability assessment. Disability Living Allowance

  • Disability Living Allowance (DLA)- Children

Disability Living Allowance (DLA) is for disabled children under the age of 16.

You will need to show that the disability of the young person creates a substantially higher care or mobility need when compared to “non disabled children of a similar age”.

As of April 2021, you could receive between £23.70 and £152.15 a week to help with the extra costs caused by their condition. As a child approaches their 16th birthday, they will be invited to claim Personal Independence Payment and the DLA will stop.

    Claim Form

In the claim form you need to describe your difficulties with personal care and getting around. How much you get is not based on your condition, but how your condition affects you.

To receive your Claim Pack, Telephone 0800 1214600, or Visit www.gov.uk

We recommend that you contact us for help with filling out the forms on 01733 265551 , or you can contact Little Miracles on 01733 262226.

Your child may need an assessment to decide the level of help you receive and any award will be regularly reassessed.

  • Disability Living Allowance (DLA)- Working Age

This is only available on existing claims.

You will need to apply for Personal Independence Payment if you are of working age and making your first claim. If you have an existing claim for DLA and were born after 06/04/1948, you will eventually be moved onto the replacement disability benefit Personal Independence Payment. DWP will automatically contact you when you have been selected for this reassessment.

However, if you are on DLA and report a change in your care needs, this change will automatically trigger a move to PIP. We strongly recommend that you get advice before contacting DWP.

People born on or before 06/4/1948 will not be affected by the changes and will remain on DLA.

    Going into hospital

Most benefits can be reduced or lost when you go into hospital. Disability Living Allowance can be paid at full rate for the first 28 days. The situation with other benefits is complex.

It is very important that you inform the office providing your benefit of the date of your admission and discharge. Failure to inform the benefits agency can result in recoverable over payments.

Industrial Injuries Disability Benefit (IIDB)

  • Industrial Injuries Disability Benefit (IIDB)

Industrial Injuries Disablement Benefit (IIDB) is paid to compensate people who have become disabled from a ‘loss of physical or mental faculty’ caused by an industrial accident or prescribed industrial disease. Your employer does not have to be at fault in any way for you to get the benefit. You can claim whether or not you are incapable of work or have had any drop in earnings. IIDB is tax free and is paid on top of any earnings or other non-means-tested benefits you receive.

In addition to a basic disablement benefit, there are also additional benefits to cover reduced earnings or the need for constant attendance.

For more information Telephone 0800 121 8379, or Visit www.gov.uk/industrial-injuries-disablement-benefit

    Pneumoconiosis/Mesothelioma (Workers’ Compensation) Act 1979

The 1979 Act provides a one-off lump sum compensation for people with (or their dependants if they have died) certain dust-related diseases including asbestosis, diffuse pleural thickening and pneumoconiosis. You must be unable to claim compensation from the employers who caused the disease, because they have ceased trading. You should normally be in receipt of Industrial Injuries Disablement Benefit (IIDB) in respect of one of the above diseases. For more details Visit www.gov.uk/diffuse-mesothelioma-payment
